
President, Advocate
Kelly is a systems-focused advocate for adults with developmental disabilities and co-founder of the Self-Determination Tech Alliance (SDTA), dedicated to expanding access to digital tools, workforce pathways, and entrepreneurial opportunities. Through SDTA, he architects and deploys scalable, technology-enabled solutions that leverage cloud platforms, automation, and data-driven frameworks to advance self-determination, self-advocacy, and long-term independence.
Certified by the California State Council on Developmental Disabilities, Kelly serves as an Independent Facilitator, providing program navigation, person-centered planning, and regulatory compliance guidance within California’s Self-Determination Program. He partners with individuals and families to design and operationalize customized service models, integrating digital tools and service delivery systems to improve accessibility, streamline coordination, and enable measurable, outcomes-based care.
With over 30 years of experience in customer success, contact center strategy, and enterprise systems transformation, Kelly brings deep expertise in platform implementation and systems integration, CRM ecosystems, and knowledge management platforms. He specializes in designing end-to-end service architectures—combining workflow automation, analytics, and AI-enabled capabilities to optimize performance and scalability. His work focuses on building interoperable, data-driven frameworks that enhance service delivery, increase operational efficiency, and expand equitable access for underserved communities.

Vice President, Parent
Beth Martinko is a seasoned customer success and operations leader with extensive experience across healthcare, B2B, and B2C environments. She brings a strategic, data-informed approach to customer engagement, service delivery optimization, and cross-functional leadership, with a focus on driving measurable outcomes and scalable growth.
In addition to her professional career, Beth is a dedicated advocate within California’s developmental disability community. She serves on the Orange County Regional Center Self-Determination Program Local Advisory Board and the State Council on Developmental Disabilities Orange County Advisory Committee, where she contributes to policy guidance, stakeholder engagement, and program oversight. She is also an Orange County advocate for Disability Voices United, supporting statewide initiatives that advance equity, access, and systemic change.
As both a parent and advocate, Beth brings lived experience to her work, championing inclusive systems that recognize individual strengths and expand opportunities. She is a strong proponent of civic engagement and actively supports voter participation initiatives, reinforcing her belief that informed voices are critical to shaping effective and equitable public policy.

Treasurer, Sibling
Katherine Martinko is an accomplished strategist working in the healthcare technology field. She is currently Director, New Ventures at Healthworx Studio where she plays a pivotal role in identifying and building innovative businesses that improve access, affordability, and quality across the healthcare ecosystem. Katherine is a strong advocate for her special needs brother and a proud mom to her rescue dog Ginger.

Secretary, Advocate
June Mekker has owned her own businesses, retired from Disney after a varied and successful 20 years. She is an avid Bingo player and expert Craftsperson - participating in several shows annually. She is an exceptional advocate for the disability community who has helped a number of families understand the benefit of the Self Determination program in the state of California. June is the recording Secretary for the Sound of Music chapter of the Guilds supporting Segerstrom Center's Studio D program.
